This 13th day of November, 2017, the Board of County Commissioners met in regular session with the following members present: Roy Klopfenstein, Tony Zartman, Mark Holtsberry, and Nola Ginter, Clerk.



MEETING NOTES OF APPOINTMENTS

Ryan Mapes, SWCD, informed the commissioners there are still issues with the drainage of the Upper Bull Creek north of Paulding. He noted he has made several attempts to connect with the appropriate person to discuss possible remedies. Mapes shared photos of the area, pointing out a number of potential safety issues for those trying to maintain the creek. He pointed out there are tile dating back to the early 1950s. All agreed Mapes should make the necessary repairs and bill the appropriate parties. Mapes then discussed the “working agreement” among Paulding County Soil and Water Conservation District, the Paulding County Engineer, and the Paulding County Commissioners. He noted the MOU needs to be updated and pointed out a change in verbiage, replacing the “steering committee” to “work group.” Mapes said the two committees/groups could meet as one to eliminate possible redundancy. Jeff Ankney (Area 1) recommended an update on the MOU. Mapes will present the amended MOU to the Prosecuting Attorney for his approval prior to getting the endorsement from the County Engineer and the Commissioners. Mapes also reported he is working with the Engineer’s Office on a water diversion project for the CW Price ditch. He also reminded the commissioners of the annual Paulding County Soil and Water Conservation District banquet.



IN THE MATTER OF SUPPLEMENTAL APPROPRIATION (FUND 078)

Holtsberry moved to adopt the following resolution;

BE IT RESOLVED, that the Paulding County Commissioners does hereby direct the County Auditor to make a Supplemental Appropriation in the Infrastructure Projects Fund (Fund 078); to-wit:

IN THE MATTER OF AMENDING THE 2017 ANNUAL APPROPRIATION (FUND 169)

Zartman moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2017 Annual Appropriation by appropriating the following in the Jail Debt Service Fund (Fund 169), to-wit;

169-001-00005/Jail Debt Service/Bond Principal AMOUNT: $5,000.



IN THE MATTER OF MODIFYING THE 2017 ANNUAL APPROPRIATION (FUND 149)

Holtsberry moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2017 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Maintenance/Operating Jail Fund (Fund 149); to-wit;
