This 17th day of June, 2013, the Board of County Commissioners met in regular session with the following members present: Fred Pieper, Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk

 

IN THE MATTER OF MODIFYING THE 2010 ANNUAL APPROPRIATION (FUND 007)

Mr. Tony Zartman adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2010 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Public Assistance Fund (Fund 007), to-wit;

FROM: 007-001-00019/Public Assistance/Purchase of Service

TO: 007-001-00011/Public Assistance/Travel AMOUNT: $5,000

 

IN THE MATTER OF ESTABLISHING HOURLY SHERIFF’S OFFICE SECURITY RATES FOR PRIVATE EVENTS

Mr. Tony Zartman adopt the following resolution:

WHEREAS, the Paulding County Sheriff’s Office provides security for various county functions and events; and

WHEREAS, the Paulding County Sheriff’s Office has, on occasion, been asked to provide security for events sponsored by private entities; and

WHEREAS, it is necessary for the Paulding County Sheriff’s Office to be considered a subcontracting entity to provide security for non-county sponsored events and functions; and

WHEREAS, it is necessary to establish an hourly rate for deputy coverage and cruiser use per hour; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby, at the recommendation of the Paulding County Sheriff, establish an hourly rate of $25 per hour for each deputy and $10 per hour for each cruiser contracted through the Paulding County Sheriff’s Office to provide security for non-county sponsored events and functions.

 

IN THE MATTER OF ENTERING INTO AN AGREEMENT FOR THE PURCHASE OF PROPERTY

Mr. Tony Zartman adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby enter into an agreement with Emerald Division LLC for the purchase of property at 252 Dooley Drive, Paulding OH 45879, for the selling price of $375,000. Building on said property will be utilized by Paulding County Department of Job and Family Services, and be it further

RESOLVED, that the Paulding County Department of Job and Family Services will be responsible for the debt of maintenance of property.

 

IN THE MATTER OF MAINTENANCE ASSESSMENTS FOR THE DUPLICATE YEAR 2013, COLLECTED IN 2014, ON JOINT DITCHES WITH DEFIANCE COUNTY ORC 6137.03

This 17th day of June, 2013, the Joint Board of County Commissioners of Paulding and Van Wert Counties met in regular session in the Conference Room of the Paulding County Commissioners’ Office with the following members present:

PAULDING COUNTY Fred Pieper - Present; Tony Zartman - Present; Roy Klopfenstein - Present

DEFIANCE COUNTY Thomas Kime - Absent; Otto L. Nicely - Present; James E. Harris - Present

Mr. James E. Harris, Jr. moved to adopt the following resolution:

WHEREAS, Ryan Mapes, Paulding County SWCD Ditch Maintenance, has reported the proposed maintenance collections for the 2013 duplicates with Paulding and Defiance Counties, information sheets attached, and should be placed on the 2013 tax duplicate, to be collected in 2014, for maintenance; now, therefore

BE IT RESOLVED, by the Joint Board of County Commissioners of Paulding and Defiance Counties, that in order to provide such maintenance funds, it is deemed necessary to run the attached listed ditches on the 2013 tax duplicate, to be collected in 2014, for collection for one (1) year only, at the percentage and the amount provided based on the benefits, and that the same be and is hereby levied upon such benefited areas as aforesaid, all in accordance with the provisions of Section 6137.03 of the Revised Code of Ohio; and be it further

RESOLVED, that the Auditors of Paulding and Defiance Counties are hereby ordered and directed to place such ditch maintenance assessments on the 2013 tax duplicate, to be collected in 2014, of the respective counties; and be it further

RESOLVED, that it is found and determined that all formal actions of this Board concerning and relating to the adoption of this Resolution were so adopted in an open meeting of this Board and that all deliberations of this Board and any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.

Motion carried.

 

IN THE MATTER OF ENTERING INTO A CONTRACT WITH COMMUNITY TEACHING HOMES

Mr. Tony Zartman moved to adopt the following resolution:

WHEREAS, the Paulding County Department of Job and Family Services is responsible under ORC §5153 for the custody, care of, and protective services for dependent, neglected and abused children; and

WHEREAS, the Paulding County Department of Job and Family Services is authorized under ORC §5153 to provide care and services which it deems to be in the best interest of any child who needs or is likely to need public care and services; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby authorize the Director of Paulding County Job and Family Services to enter into a State Fiscal Year 2014, beginning July 1, 2013, through June 30, 2014, for Family Foster Care Placement and Residential Treatment Services for Youth with Community Teaching Homes, a copy of which is on file at the Paulding County Department of Job and Family Services.

 

IN THE MATTER OF CAPITALIZATION THRESHOLD ON INVENTORY FOR PAULDING COUNTY DEPARTMENT OF JOB AND FAMILY SERVICES

Mr. Tony Zartman moved to adopt the following resolution:

WHEREAS, the Director of Paulding County Department of Job and Family Services has explained that the Ohio Department of Job and Family Services has determined that reimbursement of assets with an acquisition cost of Five Thousand Dollars ($5,000) or higher must be recovered through depreciation when the asset benefits more than one or more public assistance programs; and

WHEREAS, the Paulding County Auditor has explained that Paulding County operates under a cash basis accounting system and does not depreciate assets under the GAAP System; thus, no depreciation plan has been set on Paulding County; now, therefore

BE IT RESOLVED, that Paulding County Department of Job and Family Services will follow the federal requirements under 45 CFR 92.32 for the capitalization threshold of $5,000 reimbursement for an asset of acquisition cost.

Mr. Thad Lichtensteiger moved to adopt the following resolution:

MEETING NOTES OF APPOINTMENTS

Jim Langham, Paulding Progress - Mr. Langham met with the Commissioners to discuss the joint ditch maintenance meetings scheduled for later today. The Commissioners reviewed the Ditch Maintenance Report for 2013-2014 produced by the Paulding Soil and Water Conservation District and required by Ohio Revised Code Section 6137.06. The report contains the historical data of the 109 ditches in the County’s ditch maintenance program, estimated collections for 2013, current and future work to be done, and estimated cost of the work. Paulding County maintains six ditches with Defiance County, four with Putnam County, and three with Van Wert County. The assessments are reviewed and approved by the three Joint County Boards of County Commissioners. The County Auditors need the approved assessments by July 1.

James Harris and Otto Nicely, Defiance County Commissioners; Kevin Hancock, Defiance County SWCD; Stephanie Metz and Sherry Carnahan, Defiance County Commissioners - Jt. Ditch Maintenance meeting (see resolution above).

Greg Reinhart, Defiance County Sewer Manager - Mr. Reinhart met with the Defiance County Commissioners and the Paulding County Commissioners to discuss the Vendor Agreement for the maintenance of the Paulding County Lift Stations. The Defiance County Commissioners indicated they would ask Russ Herman, Defiance County Assistant Prosecutor, to draw up the extension for an additional year.
