RICHMOND, Ind. – Authorities in Paulding County, Ohio, are still looking for answers in the murder of a former Richmond woman identified in court last week as a confidential informant in at least three drug cases that led to convictions since her death in 2007. “It is still an open case. It sits right next to my desk,” Paulding County Sheriff David I. Harrow said Thursday about the investigation into the murder of then 38-year-old Teresa Smith-Shay. “It is one I would like to solve before I leave office.”
