Commissioners’ Journal June 5, 2013

This 5th day of June, 2013, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk. Absent: Fred Pieper.

 

EXECUTIVE SESSION

A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:09 a.m. with the County Prosecutor to discuss legal matters. At 8:36 a.m. all members present agreed to adjourn the executive session and go into regular session.

 

IN THE MATTER OF AMENDING THE 2013 ANNUAL APPROPRIATION (FUND 189)

Mr. Roy Klopfenstein moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2013 Annual Appropriation by appropriating the following in the Health Insurance Reserve Fund (Fund 189), to-wit;

189-001-00001/Health Insurance Reserve/Other Expenses AMOUNT: $79,999.98

 

IN THE MATTER OF PERMISSIVE TAX APPLICATION FOR FUNDS AVAILABLE UNDER SECTION 4504.05 OF THE OHIO REVISED CODE FOR THE VILLAGE OF ANTWERP

Antwerp Village, a municipal corporation within the County of Paulding, hereby makes application for funds available under Section 4504.05 of the Revised Code of Ohio, to plan, construct, improve, maintain, or repair the following streets within the municipality shown on a map presented to the Paulding County Engineer.

Total amount of estimated cost of construction: $16,534

Amount available according to vehicle registration $ 5,969.23

I, Travis McGarvey, Engineer of Paulding County, hereby grant the foregoing request of the Village of Antwerp in the amount of $5,900.

Commissioners order to pay Antwerp Village. The Auditor is hereby authorized to issue a warrant to Antwerp Village in the amount of $5,900 in conformance with Section 4505.05 of the Revised Code of Ohio, to be paid from the Municipal Permissive Tax Fund.

 

IN THE MATTER OF ENTERING INTO A CONSULTING AGREEMENT WITH AREND ENTERPRISES

Mr. Roy Klopfenstein moved to adopt the following resolution:

WHEREAS, the emergency and law enforcement radio communications system for Paulding County is in need of upgrading; and

WHEREAS, a professional consultant is necessary to assist and advise on the radio system upgrade project; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby enter into a consulting agreement with Arend Enterprises to provide said assistance and advice on a radio system upgrade, to represent the County when working with vendors and agencies, and to fill the Scope of Responsibilities as listed in the Consulting Agreement, which shall be on file in the Commissioners' Office.

 

MEETING NOTES OF APPOINTMENTS

Aaron Timm - Mr. Timm addressed the old Children's Home site north of US 24. He stated the grass had gotten pretty tall around the memorial stone. They have done some initial mowing and raking to make it mower ready. Regular maintenance mowing will take place for the summer. Mr. Timm also mentioned several project the Engineer's Office will be undertaking this summer.

Ann Pease, Clerk of Courts - Ms. Pease complimented the Commissioners on the exterior renovating working being done on the Courthouse. The Commissioners presented Ms. Pease with Maumee Valley Planning Organization's recent Public Records Policy for Paulding County's Public Records Retention Committee's review.

Emily Munger, County Court Probation - Ms. Munger presented ODRC grant paperwork for the Commissioners' signature. She explained Paulding County has utilized this grant since 2001. ODRC audits the grant and it cover a fiscal year from July 1 through June 30. Ms. Munger also announced the Thinking For a Change program continues to be available. She and Tony Gonzales will be offering a Domestic Violence program soon. They recently went to Columbus to pick up a finger printer for use in the County Court room at arraignment.
