Commissioners’ Journal July 29, 2013

This 29th day of July, 2013, the Board of County Commissioners met in regular session with the following members present: Fred Pieper, Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk.

 

IN THE MATTER OF AMENDING THE 2013 ANNUAL APPROPRIATION (FUND 014)

Mr. Tony Zartman moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2013 Annual Appropriation by appropriating the following in the Board of DD/Parc Lane (Fund 014), to-wit;

014-001-00010/Board of DD/Parc Lane/Contingency   AMOUNT: $10,000

 

IN THE MATTER OF AMENDING THE 2013 ANNUAL APPROPRIATION (FUND 192)

Mr. Tony Zartman moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2013 Annual Appropriation by appropriating the following in the County Health Insurance (Fund 192), to-wit;

192-001-00003/County Health Insurance/premiums   AMOUNT: $98,794

 

IN THE MATTER OF AWARDING BID FOR THE 2013 PAULDING COUNTY PAVING PROJECT

Mr. Tony Zartman moved to adopt the following resolution;

WHEREAS, on July 24, 2013, bids were received for the 2013 Paulding County Paving Project; and

WHEREAS, after review of the aforementioned proposals, the Paulding County Engineer, Travis McGarvey, has recommended that the project be awarded to Gerken Paving, Inc., 9072 CR 424, Napoleon OH 43545; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby award the 2013 Paulding County Paving Project to Gerken Paving, Inc., in the amount of $856,185.89.

 

IN THE MATTER OF AWARDING BID FOR THE 2013 BENTON TOWNSHIP ET AL, ROAD IMPROVEMENTS PROJECT

Mr. Tony Zartman moved to adopt the following resolution;

WHEREAS, on July 24, 2013, bids were received for the 2013 Benton Township et al, Road Improvement Project; and

WHEREAS, after review of the aforementioned proposals, the Paulding County Engineer, Travis McGarvey, has recommended that the project be awarded to Gerken Paving, Inc., 9072 CR 424, Napoleon OH 43545; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby award the 2013 Benton Township et al, Road Improvement Project, in the amount of $580,785.25.

MEETING NOTES OF APPOINTMENTS

Randy Shaffer, Paulding County EMA - Mr. Shaffer explained the EMA Executive Committee and the Planning Committee are one and the same. The committee consists of the President of the Commissioners, the Mayor of Paulding, and the Mayor of Paulding Township (being the most populated village and township). The Executive Committee appoint the Technical Advisory Committee. An update was heard on the receiving of the resolutions from the various subdivisions (Villages and Townships) regarding terminating the 1989 EMA agreement and participating in the newly organized EMA. Mr. Shaffer agreed to e-mail a recommended formula for calculating fees to subdivisions. He also will e-mail the EMA 2012 and 2013 budgets, along with the 2013 year-to-date. Mr. Shaffer expressed difficulty in locating a registered dangerous animal owner to serve on the Technical Advisory Committee. He will contact the local veterinarian for assistance. The Commissioners reviewed a revised job description of the EMA director with Mr. Shaffer. They are proposing a salary increase with a three month review. The Commissioners remarked the public would like to see participation in mandatory training and offered to assist Mr. Shaffer in mailings to subdivisions for said trainings. Mr. Shaffer reminded the Commissioners of the NIMS 700 National Instant Management System), which can be taken on line on the FEMA website or in an eight-hour face to face class. He also discussed hazardous material training for every new firefighter. In an effort to learn how many hours are required to accomplish the functions of the EMA director, Commissioner Klopfenstein requested time logs be submitted. Mr. Shaffer will meet with the Commissioners again on Monday, August 5, at 10 a.m.

Jim Langham, Paulding Progress - The Commissioners updated Mr. Langham on the restorative work being done on the Courthouse, noting Greg Huey Construction Inc. will begin on the roof today. All-Trades will be reconstructing the flat roofs above the entrances to the Courthouse. This work is necessary to prevent water from draining into the columns. The Commissioners noted the glass on several windows have been replaced and the windows have been painted on the exterior. Several offices have also gotten a fresh coat of paint. The Commissioners also reported Luke Jackson will be landscaping the four corners of the courthouse square as his Eagle Scout project.

Dan Smith - Mr. Smith met with Commissioner Pieper to update him on the progress of his inheritance and the oil royalties he is entitled to. He noted he plans to change his last name to Anderson as part of the process. Mr. Smith notes he will inherit twenty-one oil wells throughout the USA (Pennsylvania, Oklahoma, New Jersey, and Michigan) and one in Alberta, Canada.
