Commissioners’ Journal July 31, 2013

This 31st day of July, 2013, the Board of County Commissioners met in regular session with the following members present: Fred Pieper, Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk.



A motion was made by Mr. Tony Zartman to go into executive session at 8:02 a.m. with the County Prosecutor and the Paulding County Sheriff to discuss legal matters. The motion was seconded by Mr. Roy Klopfenstein. All members voting yea.

At 8:37 a.m. all members present agreed to adjourn the executive session and go into regular session.



Mr. Tony Zartman moved to adopt the following resolution:

WHEREAS, D & L Properties LLC, Antwerp, Ohio 45813, application for a loan of Seventy Thousand Dollars and 00/100 ($70,000) has been approved by the Revolving Loan Fund Committee and the State of Ohio Department of Development; and

WHEREAS, it was the intent of the Board of County Commissioners to authorize the Paulding County Auditor to issue a check for the approved amount; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby authorize and direct the Paulding County Auditor to issue a check in the amount of Seventy Thousand Dollars and 00/100 ($70,000) payable to D & L Properties LLC, from the Revolving Loan Fund 080 and deliverable to Paulding County Economic Development Inc., 101 E. Perry Street, Paulding, Ohio 45879.



Mr. Tony Zartman moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2013 Annual Appropriation by appropriating the following in the Public Safety Tower Fund (Fund 210), to-wit;

210-001-00003/Public Safety Tower/Other Expenses AMOUNT: $6,000



This 31st day of July, 2013, Commissioners Fred Pieper, Tony Zartman, and Roy Klopfenstein met with the following members of the Audit Committee: Suzanne Rister, County Court Judge; Carol Temple, County Recorder; Ann Pease, Clerk of Courts; and Cindy Peters, Commissioners’ Clerk.

In the absence of the auditor and the treasurer, Commissioner Pieper presented the Sales Tax Revenue, General Fund Receipts, General Fund Expenses, and the Permissive Sales and Use Tax reports.

Sales tax generated in May, received in July, were up from June receipts by $6,601.15. Sales tax receipts were up from July 2012 by $10,635.67 The increase was largely due to a boost in motor vehicle tax.

The committee then reviewed the General Fund Receipts and Expenses Report for June 2013. General Fund receipts of $402,549.50 were up from May 2013 by $174,331.04. June 2013 revenue was up from June 2012 by $111,194.48 and also up from the four-year average (2009-2012) for June by $118,669.03. General Fund expenses for June were down $137,518.98 from May; and down from June 2012, expenses by $72,624.82. Expenses were down $25,500.52 from the four-year average (2009-2012) for April.

In other business, the Commissioners reminded the committee members that sales tax will go up .25% on September 1, 2013.

Judge Rister reported County Court cases are up. Traffic and civil cases are four to five months ahead of schedule and criminal cases are a month ahead. Ms. Rister recently attended a judges conference. She has put the wheels in motion for Paulding County Court to be considered a full time court. Ms. Rister explained the procedure, which involves applying at the State Supreme Court for a feasibility study. She hopes to hear from her effort within the next few months.

The Commissioners reported Greg Flowers did a study on the internet service within the courthouse. Mr. Flowers noted that by April 2014, there will no longer be service for the current server system most of the courthouse offices are using. The Commissioners will work with Mr. Flowers to come up with a plan.

Cindy Peters updated the committee on the county’s website. She has been trained and has updated the site, linking other elected officials’ websites to the county’s.


Mark Rassman, Dog Warden - The Commissioners had a telephone conference call with Mr. Rassman. He reports things are going smoothly at the dog kennel.
