Commissioners’ Journal December 11, 2013

This 11th day of December, 2013, the Board of County Commissioners met in regular session with the following members present: Fred Pieper, Tony Zartman, Roy Klopfenstein, and Nola Ginter, Clerk.

 

EXECUTIVE SESSION

A motion was made by Mr. Roy Klopfenstein to go into executive session at 8:08 a.m. with the Paulding County Prosecutor to discuss legal matters. The motion was seconded by Mr. Tony Zartman. All members voting yea.

At 8:25 a.m. all members present agreed to adjourn the executive session and go into regular session.

 

IN THE MATTER OF MODIFYING THE 2013 ANNUAL APPROPRIATION (FUND 003)

Mr. Tony Zartman moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby modify the 2013 Annual Appropriation and hereby directs the Paulding County Auditor to transfer funds in the Health Department Fund (Fund 003), to-wit;

FROM: 003-001-00002/Health Department/Supplies

TO: 003-001-00009/Health Department/Other Expenses          AMOUNT: $5,000

IN THE MATTER OF DISTRIBUTION OF EDP RENEWABLES’ TIMBER ROAD II WIND FARM P.I.L.O.T. (PAYMENT IN LIEU OF TAXES) FOR 2014

Mr. Tony Zartman moved to adopt the following resolution:

WHEREAS, Paulding County will soon be receiving revenue generated by EDP Renewables’ Timber Road II Wind Farm located in Benton Township for tax year 2013, payable in 2014; and

WHEREAS, Ohio Revised Code Section §5727.75 sets forth the framework for the receipt of the revenue to be generated by the wind turbines, stating:

"The County Treasurer shall allocate the payment on the basis of the project’s physical location"; and

WHEREAS, it is the Paulding County Prosecutor’s opinion, dated September 25, 2012, that the Paulding County Board of Commissioners have the authority by resolution to determine how the revenue to be generated by the wind turbines is to be distributed; now, therefore

BE IT RESOLVED, that the Paulding County Board of Commissioners, in consideration of the current levies in place for county entities, do hereby resolve to distribute the 2013 PILOT, payable in 2014, for the Timber Road II Wind Farm in Paulding County, Benton Township, be distributed as follows:

IN THE MATTER OF DISTRIBUTION OF IBERDROLA’S BLUE CREEK WIND FARM P.I.L.O.T. (PAYMENT IN LIEU OF TAXES) FOR 2014

Mr. Tony Zartman moved to adopt the following resolution:

MEETING NOTES OF APPOINTMENTS

Jason Landers, Paulding County Sheriff - Sheriff Landers met with the Commissioners to discuss the jail agreement with Putnam County. He reported the contract has been agreed upon for a set annual rate to be paid on a quarterly basis. He then provided the Commissioners with an update on the Drug Task Force. Allen County is the lead county for the Drug Task Force. Several counties participate. Grant dollars are available through the Drug Task Force, which would benefit all counties participating. Sheriff Landers is pleased with the assistance the Drug Task Force has offered to Paulding County. The Sheriff also reported the dog kennel operation is running very smoothly and its recent open house went well.

 

Marsha Yeutter, Paulding County Senior Center - Ms. Yeutter reported completing the NGA (Notification of Grant Award) for partial funding of the Senior Center’s transportation program. She will be completing the NGA for the meal program soon. Ms. Yeutter noted the vehicle will be coming in this Friday. She reported having magnetic signage for the sides of the vehicle on order.

 

Claudia Fickel, County Auditor; and Lou Ann Wannemacher, County Treasurer - Ms. Fickel announced the audit has been awarded by the state auditor. She will have more details at a later date. Ms. Fickel also reported all General Fund budget worksheets are in except for the Election Board. She anticipates having their worksheets today; the Commissioners would like to approve the 2014 budget next week. Ms. Wannemacher presented the PILOT bills she will be mailing to EDP Renewables and Iberdrola for the Timber Road II and Blue Creek Wind Farms. Ms. Fickel then presented the payment/settlement breakdown of the PILOT by wind farm and by township (see resolutions above).

 

Matt Davis, Maumee Valley Planning Organization - Mr. Davis provided an update on the Moving Ohio Forward grant. MVPO has been working with Paulding County on the demolition of several residential properties, utilizing grant dollars to fund the projects. Paulding County was awarded $104,296. Mr. Davis reported after having completed 10 projects, there is a balance of $17,154.51 left in the grant award. He is hoping to be able to use the balance of the funds on future projects. Mr. Davis noted this has been a very successful program. He anticipates there will be additional grant dollars available in future years. He encourages political subdivision to continue to submit possible projects for the future. For more information, township trustees and mayors should call MVPO.

 

Brenda Crawford, Board of Elections - Ms. Crawford presented the Board of Elections 2014 expense worksheets to the Commissioners.
