This 15th day of January, 2014, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Fred Pieper, and Nola Ginter, Clerk.
MEETING NOTES OF APPOINTMENTS
Joe Burkard, County Prosecutor; Judge Tiffany Beckman, Common Pleas Court; Rick Weaver, Poggemeyer Design Group - Mr. Burkard, Ms. Beckman, and Mr. Weaver reviewed the blueprints of the County Court Annex building. Mr. Weaver will be doing the architectural work on the remodeling project. Mr. Weaver was provided with the blueprints for his review.
Judge Tiffany Beckman, Common Pleas Court - Judge Beckman discussed landaccess.com (a website that allows public access) and its availability in the Recorder’s Office. Ms. Beckman estimates the annual cost to be $3,600. She is looking into possible funding for this service.
Joe Burkard, County Prosecutor - Mr. Burkard updated the Commissioners on the status of the Antwerp Ball Field, noting the appraisal process has begun. A Memo of Understanding was recommended between the hospital and the Senior Center for transportation services. Mr. Burkard also recommended an accumulating fee for delinquent sewer accounts.
Lou Ann Wannemacher, County Treasurer - Ms. Wannemacher presented a tax collection report for 2013.
Claudia Fickel, County Auditor - Ms. Fickel distributed the Sales Tax Revenue, General Fund Receipts, and General Fund Expenses reports for the Commissioners’ review. Sales tax received in January was $13,780.03 less than December 2013 and down $13,646.65 from January 2013. General Fund receipts for December 2013, were $233,924.69, which is down from November 2013 by $51,206.01 and down from December 2012 by $10,731.82. Total General Fund receipts for 2013 were $4,893,223.48, which is up from the four-year average by $837,872.33. General Fund expenses for December 2013 were $401,988.41, which is up from November 2013 by $59,937.87; however, down from December 2012 by $281,349.08. 2013 total General Fund expenses of $3,996,955.43 were up from the four-year average by $659,293.81. Ms. Fickel noted that dog tag sales are going well. Dog owners have until Jan. 31 before late fees will be charged. Ms. Fickel also agreed to provide financial reports for the Audit Review Committee quarterly meeting on Jan. 27.
Brion Hanenkratt, E-911 coordinator - Mr. Hanenkratt presented a phone bill and explained the excessive charges. He has called Windstream and adjustments will be made. He noted that Bob Arend continues to work on analyzing the county’s radio communication system. ERS would like to do a ‘sweep’ of the EMA office to access the equipment. Commissioner Pieper agreed to communicate via e-mail with Mr. Arend to address the matter.
Ann Pease, Clerk of Courts - Ms. Pease presented Title Office reports for the Commissioners’ review. The Title Office continues to process a high volume of titles. Ms. Pease reports there were in excess of 1,000 more titles processed during 2013 than in 2012.
