Commissioners’ Journal January 29, 2014

This 29th day of January, 2014, the Board of County Commissioners met in regular session with the following members present: Tony Zartman, Roy Klopfenstein, Fred Pieper, and Nola Ginter, Clerk.



Jason Landers, Paulding County Sheriff - Sheriff Landers reported the K-9 officer has been very effective. The dog and his handler have been providing demonstrations upon request. Mr. Landers related the dog has assisted in several arrests. The Sheriff then requested permission a Ford Transit Connect to transport inmates to and from the Putnam County Jail. He explained the vehicle is a seven passenger and is fuel efficient. Sheriff Landers reported on the furnace at the Dog Kennel, noting a part needs to be ordered. Focusing on the Sheriff’s Office, Mr. Landers informed the Commissioners sections of the ceiling are water soaked due to roof leakage. He also noted there is a variety of office furniture that is not being used. He will make a list and e-mail departments to see if they have a use for these items. Sheriff Landers presented the 2013 Jail Statistical Data as Compared to 2012. 2,288 more days were paid in 2013. Total housing costs were up by $89,678.20 from 2012.


Chad Crosby, Engineer’s Office - Mr. Crosby met briefly with the Commissioners to discuss options on the Perry Street parking lot.


Lou Ann Wannemacher, County Treasurer; and Claudia Fickel, County Auditor - Ms. Wannemacher discussed a stop pay fee on a check. Ms. Fickel had questions regarding recent calamity days and how they effected the payroll.


Corey Walker, Director of Defiance/Paulding County JFS - The Commissioners presented a refund check from CORSA to Mr. Walker. Mr. Walker reported an increase in cases due to health care reform. He then presented a bill for the remodeling project at the Dooley Drive building. Mr. Walker reported there is cable and security work that needs to be done before the office can move. He then discussed some maintenance issues at the Jacob Eaton Children’s Home.



A motion was made by Mr. Fred Pieper to go into executive session at 8:07 a.m. with the Paulding County Prosecutor, the Economic Development Director, and the Paulding County Treasurer to discuss legal matters. The motion was seconded by Mr. Roy Klopfenstein. All members voting yea.

At 8:40 a.m. all members present agreed to adjourn the executive session and go into regular session.



Mr. Fred Pieper moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby authorize and direct the County Auditor to make a Supplemental Appropriation for the following:

FROM: Pay-In #101425

TO: 078-001-00001 Infrastructure Projects/Infrastructure Projects     AMOUNT: $48,798.64



Mr. Fred Pieper moved to adopt the following resolution:

BE IT RESOLVED, that the Board of County Commissioners does hereby direct the County Auditor to amend the 2014 Annual Appropriation by appropriating the following, to-wit;

032-001-00006/Certificate of Title/Other Expenses     AMOUNT: $23,250



Mr. Fred Pieper moved to adopt the following resolution:

WHEREAS, the Paulding County Department of Job and Family Services building at Dooley Drive and the Paulding County Court Annex building are in need of renovating in an effort of better utilize the office space; and

WHEREAS, renovation design plans must be prepared by a professional architect and submitted to the State of Ohio for approval; now, therefore

BE IT RESOLVED, that the Board of County Commissioners does hereby enter into an agreement with Poggemeyer Design Group, 935 Cleveland Avenue, Defiance OH 43512, for professional architectural services to assist the County with State of Ohio permit drawings for interior renovations of the following County-owned buildings, to-wit;

Paulding County Department of Job and Family Services, 252 Dooley Drive, Paulding OH 45879, in the amount of $3,490; and

Paulding County CSEA, Caroline and Main Streets, Paulding OH 45879, in the amount of $10,500.
